HOUSE CONCURRENT RESOLUTION NO. 28

Requesting the Joint Committee on Government and Finance to make an interim study of business and industry retention, job promotion initiatives throughout the state, the need for, feasibility and interest in creating a coordinating council to foster a positive business climate and promote a well trained, skilled and industrious work force in West Virginia.

Whereas, The Legislature has received numerous requests for legislation that addresses the need to promote West Virginia's work force; and
Whereas, The promotion of the skill development of the state's work force by identifying the current and anticipated future skill needs and educational needs for workers in this State is crucial to the economic growth and prosperity of this State; and
Whereas, There is a need to establish a continuing communications mechanism that is designed to foster a healthybusiness environment in West Virginia; and
Whereas, It is imperative that West Virginia be able to compete in a global economy; and
Whereas, Investigation into these matters, public hearings on the same, and various representations of all factions involved reveal a need for an interim study on the issues of business and industry retention and growth, as well as work force promotion in West Virginia; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and conduct an interim study on the promotion of West Virginia's work force and to prepare a report as well as proposed legislation that will address concerns and make recommendations to the Legislature regarding the same; and, be it
Further Resolved, That the Joint Committee on Government and Finance appoint a task force to meet during the interim of this Legislature and report its findings, conclusions and recommendations, together with any drafts of legislation necessary to effectuate its recommendations, to the 1996 regular session of the West Virginia Legislature. The task force shall consist of three members of the House appointed by the Speaker, three members of the Senate appointed by the President, two citizens representing business and industry and two citizens representing labor. The citizen representatives shall be appointed by the Governor; and, be it
Further Resolved, That the expenses necessary to conductthis study, to prepare the report and to draft necessary legislation be paid from the legislative appropriation to the Joint Committee on Government and Finance.
